Ahead of the 2024 season, the ECB has introduced significant changes to DBS for Scorers.
The eligibility for Enhanced DBS checks is prescribed in legislation. The ECB is only permitted to request a DBS check on an individual when legally allowed to do so. An enhanced Regulated Activity check cannot be made for someone not undertaking regulated activity. The submission of DBS checks for ineligible positions would be considered unlawful under the terms of the Rehabilitation of Offenders Act 1974. As a result, the ECB has been reviewing the role of Scorer against the requirements of DBS, taking into consideration the role definition and the legal definition of Regulated Activity.
OutcomeFollowing this recent review, it has been concluded that the role of Scorer does not meet the legal requirements for an Enhanced DBS as they do not have direct, unsupervised contact with children as per the legal definition of Regulated Activity.
If an individual carries out an additional role to scoring that is a regulated role, (for example, chaperoning on overnight stays at festivals, Junior Supervisor, Volunteer Coordinator) then they will still require an ECB DBS specific for that role rather than as a Scorer.

When they are contacted for their annual DBS recheck, they need to complete the questionnaire via the link provided. They will be asked to select the most appropriate role/ options from the drop-down menu. Depending on the answers, they will receive confirmation as to whether their DBS can be renewed for their remaining role/s in cricket or their DBS can be lapsed in line with the changes.
If they are not registered to the Update Service and will continue in Cricket in another role that is in regulated activity then they will need to make a new application, we suggest starting this process approx. 60 days before their current DBS expires to allow time for application and issue of a new certificate.
They will be encouraged to speak to their local Club / Organisation if they are unsure or visit our Help Centre for further assistance.
Scorers will still be required to undertake the online Safeguarding for Specialist Roles (SSR)
e-learning training every 3 years (which replaced SYC - Safeguarding Young Cricketers) and are encouraged to follow other safeguarding best practice guidance, such as not being alone with a child, and following the rule of two.
